Design Features
The East-to-West Plaza Strip emphasizing the linking of the Eastside to the Westside of the City

The Capital Plaza here is not just “the square in front of the Office of the President” but the entire 5km axial strip stretching from the front of the Office of the President all the way down to the City Hall.

This strip shall be the major organising element as axis for the city, as a formal “East-West Link” for the city symbolizing the historic-and-the-contemporary city. The poles of the axis represents the country’s political centre and the city’s administrative centre.

The strip between the Presidential Office and the City Hall is emphasized by a series of “super-bright lights”, which will be turned on during festival days and other significant occasions. These lights provide a visual definition for the axis leading to the Office of the President. Additional trees, streetscape furniture and upgrading of building facades and pedestrian pavement is proposed along Ren Ai Road to further enhance this strip as the axial plaza.

The axis is part of an existing boulevard that connects to Tung Hua Road which leads to the airport. By redefining the axis, it will provide a grand approach to the Presidential Office for visiting dignitaries arriving from the airport.

The stretch of the plaza from the Presidential Office to the East gate will be defined by 12 pairs of columns, “standing in salute”. These columns are centennials representing important figures and heroes of Taiwan. At night, these lights up and illuminates the plaza in front of the Presidential Office.

   
The Glass Plaza as a “People-gathering space” symbolic of the transparency of activities.

The Glass Plaza spans over the continuous planting zone and Cultural Plaza between the 228 Memorial Park and Chien-Shou Park will be a new key landmark public space. The Glass Plaza’s floor besides providing natural daylighting down to the Cultural Plaza (see item 3.3) below, becomes a glowing horizontal beacon at night when seen from the air.

The plaza also serves as an outdoor performance area. Raised seating are provided on the northern and southern sides of the plaza. The glass floor will be fitted with state-of-the-art intelligent lighting fixtures that would be able to project laser beams, images, music-synchronised lighting display shows etc.

A mechanically operable shading canopy is proposed over this glass plaza, with its structures concealed within the centennial columns. These provide sunshading during summer and general protection during inclement weather.

   
The Cultural Plaza (below the Glass Plaza) as a multi-seasonal people space

The space below the Glass Plaza is the semi-enclosed “Cultural Plaza”, which has adjustable doors that provides for internal temperature control of the space. The Cultural Plaza is an all-seasons all-weather venue for cultural performances, public events and gatherings, festive celebration events etc.

Located within this plaza will be a historic & cultural information centre. This centre will showcase cultural and historic artifacts and will be the collection centre for historical resources and documents

The Cultural Plaza connects directly to the 228 Memorial Park MRT station at concourse level making it easily accessible for commuters, even during inclement weather

   
Continuous Planting linking 228 Memorial Park to Chien-Shou Park

The 228 Memorial Park and Chien-Shou Park to the south of the plaza strip shall be connected below plaza level, enabling a spill-over of activities from 228 Memorial Park to Chien-Shou Park which currently is seldom used. The linkage between these 2 parks forms the North-South axis to the Capital Square area.

Continuous planting ecologically links the vegetation of the 2 parks (i.e. @ basement level) as a green strategy. Natural lighting for the planting is provided through the glass roof.

   
Auspicious Feng Shui morphology of design authenticated by a professional Feng Shui Master

The design of the plaza incorporates feng shui (geomancy) principles. This has particular importance since the original planners of “inner city”Taipei planned and built the city based on feng shui. To re-establish feng shui as an organising element for the Capital Plaza design, a feng shui master was consulted.
   
The Multi-Season Multi-Cultural use of Space as “People Places”

The public spaces are designed for all-seasons usage, by the incorporation of movable devices that controls the levels of shading, ventilation, and to an extent wind flow for cooling of the spaces. Mixed-mode devices (i.e. using partially electro-mechanical devices) such as demister fans are to be incorporated which has much lower energy consumption than “full-mode” air-conditioning and heating systems.
   
Historical References to old City Walls as an Urban Design device

The historic nature of this precinct is defined by a series of “light beacons” along the boundary of the historic old city walls, as a visual memory of the city’s origin. The beacons provide an identifiable edge to city’s historic precinct for passing pedestrian and for cars, while linking the city’s past and present.
